Goverment would in all probability be able to retain his

service for a longer period than would otherwise be possible,

for at present his position contrasts unfavourably with that

of the Chinese Medical Officer in the New Territory, the

Chinese Medical Officer in charge of the Wanchai Dispensary

and the 3 Chinese Medical Officers employed under the Govern-

ment Bacteriologist.

The reason why the Resident Surgeon at

the Tung Wah Hospital was placed an the provisional establish-

ment was the intention that the Hospital should eventually

pay the salary of that Officer. But the funds of that Hospital

are not now in a flourishing condition and in view of the

fact that the Institution relieves the Goverment of much

expense, I do not think it unreasonable that the salary of

the Resident Surgeon should be made a permanent charge on the

Colonial Estimates.

I have therefore to recommend that the

post of Resident Surgeon at the Tung Wah Hospital be placed

on the permanent Establishment of the Medical Department.
